It appears that your iPhone 5s on iOS 9.3.2 keeps freezing on you while you're using applications and you're also wondering about the space available on it. I'll be glad to help with both of these.
Answering your question regarding the amount of storage space you show and what you purchased is the quickest one. Just like with a computer, the operating system takes up room on your iPhone's hard drive. Some iOS updates are larger and some are smaller, but you're getting the benefit of the full 32 GB. 1. Backup your iOS device -- To help you with your iPhone freezing, the first thing I want you to do is to back up your iPhone to make sure your personal data is safe.
2. Force quit applications -- I make it a habit to force apps to close before I have too many open. Try this for a bit to see if that helps.
3. Restore your device to Factory Settings -- If that hasn't seemed to help, it's likely that there was a problem when the iOS was installed. If you haven't already, be sure you have a recent backup as this will completely erase your phone. Using "Settings > General > Reset > Erase all content and settings" only removes your personal information. You'll need to be able to install a fresh, clean copy of the iOS again using itunes.
4. Test the problem -- I recommend the first time through to set up your phone as a new iPhone. Go ahead and sign into iTunes & App Store and iCloud, and download a few of your applications to test. If it appears that everything is working as it should, go on to the next step.
