I don't believe you can move pictures from your iPhone to iCloud Drive to save memory on your iPhone.  Unfortunately (for you), iCloud Drive doesn't work that way.  iCloud is set up to be a syncing mechanism, not simply to be used for external storage.  (If I'm wrong, then maybe someone will correct me.)  See the "Delete files" section of this article:

iCloud: Use iCloud Drive on iCloud.com

If I understand the "Upload files" section of:

iCloud: Use iCloud Drive on iCloud.com

you can only upload files from a Mac or Windows computer to iCloud Drive.  You can then see those files on your iPhone (I guess), but you can't transfer them from your iPhone.

If you need to save space on your iPhone and want to have those photos available at all times, then consider using iCloud Photo Library:

iCloud Photo Library FAQ - Apple Support

See the section "Can I use iCloud Photo Library to save space on my device?" in the above link.

Another alternative is to transfer those photos to your computer and then delete them from your iPhone:

Whilst I don't believe iCloud drive would make a good tool to achieve what the OP wants, documents in iCloud drive are not necessarily downloaded to the phone. Whilst there is no way to transfer photos directly from the phone to iCloud Drive it can be done via a computer and doing so would indeed save space on the phone.
