If you don't have iCloud Photo Library turned on, your photos may be included in a backup to iCloud (Settings > iCloud > Backup) but there is no way to view the contents of the backup. It can only be used to restore to a device or to set up a new device.

About iPhoto:
iPhoto for iOS & Mac OS is no longer supported by supported by Apple.
