mac notes not syncing with icloud

Okay. I have followed all the suggestions. deleted notes, signed off icloud on iphone, ipad, and mac. signed back on all devices. Checked to make sure I am using same name on all devices. Been working on this and googling for answers about a week now?? When I write a note on my Mac Notes they do not and will not show up on Icloud.com "notes" and vice versa, when I write a note on Icloud.com "notes" they do not show up on my Mac notes???

I am using OS 10.10.5 on the Mac and OS 9.3.2 on Iphone?
