Is it locked to an Apple ID? If the ID is yours, start here:

If it's locked to someone else's ID, you'll need to have them remove it from their account.

If the phone is locked to a carrier, you'll need to contact the carrier to which it's locked and see if they will unlock it for you.

You don't. ONLY the carrier the phone is locked to can legally authorize removing the carrier lock. There are no 'resellers' that can do so.
