Q: purchased apps not available on home sharing
I purchased the app "Flight Radar 24" on my iPhone. Using the same apple login, I can download it on my iPad but on my wife's iPhone it wants to charge the purchase price again. My understanding is that app purchases will download to any device using the same apple login as when purchased. There has been no problem with previous purchases although no uploads have been done recently.
I tried to use home sharing but the result was the same.

Home Sharing is meant for music, videos etc in your iTunes Library not Apps.
If your wife is using the same Apple ID that you used to download the App originally, it should show up in the Purchased Tab of the App Store app on her iPad.
If she is using a different Apple ID in Settings->iTunes & App Stores->Apple ID, then the only way to share the App is through Family Sharing which is different to Home Sharing.
