Safari does not connect to the Internet

Hello, I am having a problem with Safari on my iPhone. When I'm using cellular data and go onto Safari and try to connect to a webpage it comes up with the messge "Safari cannot open the page because your iPhone is not connected to the Internet". However my iPhone is connected to the internet becuase I can use apps such as Messenger, Instagram and any app that requires the internet without a problem.

I have tired simple things such as turning the phone off and on, turning cellular data off and on. I also reset the network settings which did not do anything.

Have you tried closing Safari, clearing the cache and then force restarting the phone?

Press the Home button two times quickly. You'll see small previews of your recently used apps. Swipe left to find Safari. Swipe up on the app's preview to close it.

Next Go to Settings>Safari>Clear History and Website Data

Now force restart the phone. No data is affected by this. To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
