I understand from your post that you want to transfer a playlist from your home computer to your family member's computer. In a situation like this I would recommend creating a new user account on your relative's computer, downloading iTunes, and then signing into iTunes with your own Apple ID. Once signed in, you can then download your songs for offline play and burn the CD.Use one of these links to set up a new user account depending on if you have a Mac or Windows PC:

Create a user account in Windows
Then download iTunes from this website: Get the latest version of iTunes
Sign into iTunes with your Apple ID.
You can then transfer your purchased music to your relatives computer using these steps:
Redownload or transfer your iTunes Store purchases from an iPhone, iPad, or iPod to a computer

Apple WatchYou must being using the same Apple ID as the family members computer (iTunes) in order to access your iTunes content, meaning your playlist.
