Two-factor Authentication not shown

I read the link on Two-Factor Authenticationhttps://support.apple.com/en-us/HT205075 support article and I followed its suggestion of having a credit card on file.


For my iCloud account, I don't see the option for selecting two-factor authentication on one of my macs and one of my iPhones. I am running 10.11.5 on the macbook pro and 9.3.2 on my iPhone 6.


I haven't tried my other macs to see if the option is available.


How can I get two-factor authentication enabled?


Should I just call Apple support ?

MacBook Pro with Retina display, OS X El Capitan (10.11.5)

2 factor verification is supposed to be available to everyone, however it was rolled out incrementally so it may well be that despite being supposed to be, that it isn't yet available to everyone. The reason I asked about 2 step verification is that some have suggested that 2 factor authorisation might not show up if 2 step verification is active,
