Why do I get a message saying "iCloud music library can't be enabled and I enabled it in settings?

I Want to get my music back from iCloud. I went to the music settings and enabled iCloud music library and i keep getting a message saying it cant be enabled.

I would love to assist you with getting your iCloud Music Library working as expected. If you are having issues enabling it, try signing out of your iTunes app by tapping Settings > iTunes & App Store. Tap on the Apple ID then tap Sign Out.

Once you are completely signed out of iTunes, please be sure that you sign back in with the Apple ID used with your Apple Music or iTunes Match subscription. Then, retry enabling the iCloud Music Library. If this does not resolve your issue, backing up the device and restoring it to factory settings may prove to be beneficial.
