I reset my apple id email address and now I can't change my iCloud user name and because of that, I can't sign onto my devices. What do I need to do?

I reset my apple id email address and now I can't change my iCloud user name and because of that, I can't sign onto my devices. What do I need to do?

I've tried all the solutions that I can find and none of them are working.

Mac mini, iOS 9.3.2
