Why does a site not work in Safari?

In Safari (version 9.1.1) on my MacBook Pro15-inch, Mid 2012 (El Capital version 10.11.5), when I go to http://www.theweathernetwork.com the site does not work. This has been happening on my Mac for over a month, and it only happens on my Mac. Every other computer including my iPhone no issues. If I try another browser on my Mac, no issues. But with Safari I get this error:

Safari can’t open the page “https://www.theweathernetwork.com/ca”.

The error is: “The operation couldn’t be completed. Protocol error” (NSPOSIXErrorDomain:100)

Does anyone else have this issue? Do you have a solution or ideas for how to fix this?

Thanks

iPhone 6, iOS 8.1, Yosemite 10.10

It's working fine on Safari 9.1.1 here.

First, make sure OS X is up to date. Open the App Store then select Updates from the menu.

If no updates are available, delete Safari cookies.

From your Safari menu bar click Safari > Preferences then select the Privacy tab then click: Remove All Website Data.

Quit then relaunch Safari then try http://www.theweathernetwork.com

If I Remove All Website Data then all my browser data will be lost. I don't want to lose all the history, passwords and other data. This only happens with the weather network site and the error is very specific. Nothing that I've seen in other browsers or computers. Everything on my computer is up to date. I'm thinning Apple must have introduce something in one of there recent updates to cause this issue, or the website mades some change, causing this issue.

This seems a radical solution. Is there a way to selectively delete website data? A lot of us are having problems with Safari and they likely stem from Safari not being intelligent enough to purge from its cache the ton of temporary files that get loaded from pop-ups, embedded video files. The problem if you remove all website data, you may well delete cookies that you want.
