why i cant use app store as my billing information keep declining

What exactly happens and when (is this the first time that you've tried to use the account in the store) ? If you are just trying to download updates to your apps or free items and you have a card on your account that is no longer accepted by iTunes then try logging into the account (not when trying to download something) and see if you get the 'none' option so that you can remove the card : Change or remove your Apple ID payment information - Apple Support
