You can always change the country.

This can be done from the Settings on any iPhone, iPad, or iPod:

1. Open Settings, and go to “iTunes & App Stores”
2. Tap on the Apple ID and enter the associated password.
3. Choose “Country/Region” and select the new country to associate the account with.

Were you in Canada when using its store ? You have to be in a country to use its store, that is part of the store's terms (Apple can, and do, permanently disable accounts for violating those terms).

When you change countries you are likely to be asked for card details, it's a way of checking that you have a valid billing address in the country : Why can’t I select None when I edit my Apple ID payment information? - Apple Support

When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you can change your payment information to None.
