Just to be clear, you purchased this iPad new, from Apple or an Apple Authorized Reseller, correct?
Yes, I tried the steps for the Apps Made by Apple and Pages, Numbers and Keynote apps all had price of $ 9.99.

Try this:
Go here to verify your device registration (you'll need to login using your Apple ID credentials):
https://supportprofile.apple.com/
You can view your registered device(s) here and if there are any you've missed registering, you can do that as well. You can also register new devices here. Afterwards, visit the App Store and your free apps should be available to you.
*IF* this does not work, continue as follows:
Log out of the iTunes Store on your device:
Settings>iTunes & App Store...tap your Apple ID, then select "Sign Out"
Force Restart your device:
Force Restart (won't affect settings/data/music/apps/etc)
1. Press and hold the Sleep/Wake button
2. Press and hold the Home button
3. Keep holding both buttons until the display turns off, then back on displaying the Apple logo.
After the device has restarted, sign back in to the App Store as above. Try to download the apps again from the App Store.

Ordinarily, an Apple certified refurbished product does qualify for the free apps. However, I'm in the USA and no Authorized reseller here sells Apple certified refurbished units here. Only Apple actually sells those.
Authorized resellers here may sell units they have refurbished themselves, or contracted with other companies to refurbish, but those are not Apple refurbished units and so would not qualify for the free Apple apps.
Thank you Michael. I purchased the unit on EBay because at the time Apple did not have any refurbished iPad Air 2s, so your answer is correct.
Yup, sorry. And there is no such thing as an Apple Authorized eBay reseller - such an thing does not exist. Anything sold on eBay is at best just abother used device.
Eligability is based upon whichever AppleID is first used to activate a device - that AppleID becomes eligible but no subsequent activations with a different AppleID will be eligible.
