    Hello,

You just purchased an iPad from someone that stole it from the original owner?  If so when the iPad is placed in lost mode the owner has the option to put his phone number and or address to get his/her iPad back.  If you are trying to set up the iPad for yourself you cannot without the owners Apple id and password so your best bet is to contact the seller/owner.

    Good Luck!

If you are referring to the Find My iPhone being turned on, then that means the device is Activation Locked. If the owner did not put the device into Lost Mode with a message that shows on the Home screen, then there is nothing you can do. Return it for a refund. You won't be able to use it.

    Best of luck,
