It's not a good idea to post IMEI and serial numbers, and I've asked the Hosts to remove then. No-one on here can locate the owner (this is a user to user forum) and Apple cannot do so either because it would breach privacy laws. You should take the phone to the police and let them handle it.

You cannot contact owner take it in to the police the owner may have reported it lost.

Nobody here can, and Apple will not, contact anyone about a lost or stolen device. You need to turn that in to the police as they have the authority and resources to contact the owner and return it.
