I was billed for an app that I did not want to purchase but when I report it to iTunes it says it cannot be processed.

How did you try contacting iTunes Support ? Purchases are considered final but try a different method to contact iTunes Support and see if they will refund or credit you : http://reportaproblem.apple.com or https://support.apple.com/contact or https://www.apple.com/emea/support/itunes/contact.html
