Apple WatchTry relaunching the Finder.
The Command + Option + Esc keyboard shortcut will bring up the force quit window. Select Finder then click Relaunch.
Or, go to the Apple menu and click Force Quit from the drop down menu > Finder > Relaunch
If that doesn't help, check your iCloud Storage > Manage your iCloud storage - Apple Support

Have you tried signing out of iCloud and then sign back in?

Signing out of iCloud is a good solution, but that route deletes all documents on the local machine (not aware of how to pause/restart syncing, since the same dialogue shows up when I uncheck the iCloud Drive), so if there are new or modified documents, they will be deleted, thus destroying any work done since the last successful upload. The kicker is that the download works fine (changes made on my iMac show up on the MBP, just not the other way around!).
There is a manual workaround, though it is a pain in the you know what... I installed iCloudStatus and "Rescanned" the iCloud Drive which showed me all the stuck files. I then manually backed them all up, including a text file for each containing their file path -- some of them were in folders that I created and since those folders were not uploaded, I would not remember where to put them even if I back them up manually, -- so, yes, the downside to this workaround is that any new folders created on the local machine will not be synced, so that really increases the time to manually sync everything (I have 43 files in the queue).
Am I missing anything? Are there any other options?

Sep 5, 2016 12:22 PM in response to spiritofdiscoveryby Eric Root,You are welcome. If the new files had synced to iCloud, when you resynced to iCloud, they should be downloaded again.
You should be able to go to iCloud.com/iCloud Drive and manually download the files. Select them and then click the cloud with the down arrow in the menu bar.
