You will need to send the Apple Watch to Apple to have it repaired/replaced. If the device you were sent back does not work, then you need to deal with Apple, or the Authorized Apple Service provider you sent the device in through. If you have an Apple Store nearby, make an appointment and take it in for them to send it off.
An additional question, what is wrong with the replacement device? Have you charged it?

I suggest that you either:
- Wait for Apple to send you packaging materials and shipping instructions, or;
- Try to arrange for your watch to be sent for repair via an Apple Retail Store (by booking a Genius Bar appointment).

A Genius Bar appointment may also help to get to the bottom of any other potential issue, should yherring prefer not to discuss the matter here.
