When I try to sync my iPad with iTunes on my Mac the sync process keeps failing

When I try to sync my iPad with iTunes on my Mac the sync process keeps failing indicating that the sync process is unable to start. I just restored my iPad to wipe off the iOS 10 Beta and restore to iOS 9.3.3. The iPad is restored but I am unable to sync either over USB cable or over WiFi.

Mac mini (Late 2014), iOS 9.3.3

Make sure iTunes is up to date on your Mac.

Open iTunes.
From the menu bar at the top of your computer screen, choose iTunes > Check for Updates.
Follow the prompts to install the latest version.

The most basic first step to try is to quit iTunes, reboot the Mac, force restart your iPad and then start all over again. No data is lost with a forced restart. Hold down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen.
