The iMovie app is available for purchase from the App Store.
iMovie requirements are OS X 10.11.2 or later.
I use Final Cut Pro and I'm looking for the utility of iDVD and I don't feel iMovie offers that.
Apple doesn't, but that shouldn't stop you from using iDVD.
Why is there no iDVD on my new Mac? How do I get it and how do I install it?

To burn a DVD with iDVD from the latest version of iMovie, you have to export the movie using the Export button and select 480p as the size. Open iDVD and start a new project, then drag that exported movie file into the iDVD menu window, avoiding any drop zones you see.
If you are using El Capitan see this thread:
I am currently using 7.1.2v of iDVD and version OS X Yosemite. I have used the iDVD software for a number of years. My concern is that with additional updates of OS I may no longer be able to use iDVD. Since I use it on a rather regular basis, this is a concern to me. I'm hopeful I can find a parallel software that I can begin to experiment with. Thanks for the help.
I use iMovie 06 HD and iDVD.
I've tried many alternatives to iDVD, nothing else compares with its power and ease-of-use.
Me too, but I save the project as a TS folder and use Toast to do the burning.
