what is music to upgrade playlist

iTunes 12.4.2.4 keeps creating a playlist called "music to upgrade". Same 144 songs keep appearing in the playlist even if i try to upgrade them. The bit rate selected is less than 256 kpbs? I am not sure what this is about or why it is happening?
