Windows 8.1 Display Glitches

I just bought an Early 2015 MacBook Air 13" and have setup boot camp and Windows 8.1 Pro. I am facing a weird issue where after performing all of the updates, the screen is having a lot of tearing. It will flicker and a lot of strange lines appear as you can see in the attached picture and youtube link. If I roll back the driver, it helps and if I use apps in full screen it helps as well. However, multiple onscreen windows, especially ones with some form of animation really cause it to act up. Any help would be greatly appreciated.

OK, if I either uninstall or roll back the 8.1/10 Intel HD Graphics drivers then create local policy change to disable driver updates for the Hardware IDs associated with the driver. Things seem to behave much better. The only issue is that I can no longer control the screen brightness and it is fairly dim.
