Q: iPad 2 Retina Display (Jan 2013)

iOS 9.2.1 was working fine. I tried to upgrade to iOS 9.2.2, and it failed. The device got stuck in a reboot loop. I can get it into recovery mode. If I click restore, it forces me to click "restore and upgrade." About 80% of the time, the download fails with Error 14. about 20% of the time the restore will succeed, but probably not the upgrade. The reboot loop resumes. I spent more than four hours on the phone with tech support. They sent me to the Apple Store in Sarasota. (For some reason the one in Tampa, which is much closer, will not allow you to make Genius appointments.) The Genius in Sarasota had the same results as me. He ran diagnostics on the iPad, and it checked out fine. The logs show a kernel panic. He told me that someone from engineering would get in touch. That was a month ago. No call yet. He said he could give the same iPad for $300. I said the iPad was working fine till I tried to upgrade to 9.2.2 — and unfortunately, there is no way to try and downgrade. Today, I tried installing 9.3.3 and have the same result. I'm about 20 hours into the brick. Any ideas? I would love to have an engineer call me.
