On 19th July 2016, there was an unauthorized purchased charge me USD99.99 without my knowledge. The order number is for something that i did not know. Please advise me how to get back my money. Thank you.

What do you mean 'freak out with purchase and can't install anything' ?
You can't delete an account, all you can do is remove personal info it (e.g. payment details : Change or remove your Apple ID payment information - Apple Support) and stop using it - anything downloaded on the account will remain tied to the account.
If you have any auto-renewing subscriptions turn them off : View, change, or cancel your subscriptions - Apple Support
