Is there a way to make in app purchases without having my family organizer put his credit card number?

I want to buy pokecoins and i have 3 dollars on my account and it needs payment verification and my dad (family organizer) has to put his credit card number is there a way i can buy the pokecoins withot my dad's credit card??

iPhone 5s, iOS 9.3.2

NO. The Family Share program needs at least one verified payment method.

You can, if you wish, set up your own payment method outside of the Family Share program.

Try busing iTunes Gift cards and add them to your account.
