Thanks for asking your question here in the Apple Support Communities. I understand how important it is to be able to watch your purchased content. I will be happy to offer some things for you to get iTunes displaying the video, instead of a dark or block screen.
The first information you will need to check is this help article from Microsoft: Using Surface with iPhone, iCloud, and iTunes. There are a few settings you must ensure are correct in order for this to work properly.
The next few articles are about different Windows versions, and different issues that may cause this. If you can isolate the issue based on the information in these articles, you will not need to use them all. If not, all these help articles from Apple have great information to assist you with this issue as well:
If iTunes prompts you to authorize your computer when you try to play iTunes Store purchases
Advanced steps for fixing issues with iTunes Store connection
If your Windows firewall is blocking iTunes
Resolve issues between iTunes and third-party security software
Fix unexpected quits or launch issues in iTunes for Windows
The last article there will offer some important isolation steps to try and then lead you to a solution if you have not had any luck resolving the issue with the previous articles. Also, if all else fails, try removing iTunes, and reinstalling the latest version using this help article: Remove and reinstall iTunes and related software components in Windows 7 and later.
