Force delete folder in iCloud Drive

I have about 50gb of work-files stored in iCloud Drive. But because it didn't work like I expected it to do, I copied all files to my HD again. My iCloud Drive on my Mac is empty, but my iCloud account still says 145gb free of 200gb. When I login to icloud.com, I see there are still files on in a folder (50gb). Every time that I try to delete it from icloud.com and refresh after a while (10 min) the folder is back and I still have 145gb free of 200gb. How can I force iCloud Drive to delete that folder from my drive at all so I can cancel my iCloud subscription of 200gb.

MacBook, OS X El Capitan (10.11.6)

Have you gone to System Preferences/iCloud and unchecked iCloud Drive syncing? Can you select and delete the data from iCloud Drive in the Finder Sidebar?

iClod drive in finder is empty. If I uncheck iCloud drive from pref/icloud my iCloud drive dissapears. But when I check pref/iCloud it still says I have 145gb free of 200gb so I'm still using 50gb while there is nothing in my iCloud Drive (in finder). When I go to icloud.com there are still files there...

Which folder are these documents in, is it one in iCloud Drive.

Yes they are in iCloud drive. I added them 2 weeks ago to my iCloud Drive and deleted them 2 days ago. They are gone on my PC but not from iCloud Drive itself. So my iCloud is still using 55gb storage while I have no files on my Mac > iCloud Drive. I do see them when I go to icloud.com > iCloud Drive.

What happens if you turn iCloud Drive off on all your devices and then delete the folder via iCloud.com.

iCloud Drive was only active on my Mac. If I go to icloud.com and delete a folder, and refresh after 10 min or so, the folder is back. If I go inside that folder and delete a smaller folder it sometimes works, but not always. Trying them one by one is no option because it's like +10000 folders (web projects)...
