iPhotos is not part of El Capitan. However, if you have iPhotos 9.6.1 installed it still works.

Why not? What happens when you try?

What version of iPhoto do you have?

iPhoto is no longer developed and sold by Apple. You can only reinstall it from the AppStore, if you already own an AppStore version of iPhoto. You reinstall from your purchase history, the fourth tab of the AppStore.  That will install iPhoto 9.6.1, the compatibility update for Yosemite and later.

iPhoto stored your photos in the iPhoto Library. By default this library will be in your Pictures folder.

Find your iPhoto Library, then drag the iPhoto Library onto the Photos icon in the Dock to convert it to a Photos Library.

if your iPhoto version has been old, version 7.1.2 or older, you need to prepare the iPhoto Library for the migration by running the iPhoto Library upgrader. See this support page:  iPhoto '11: About the Library Upgrader
