I have contacted Apple Support via Twitter and other users the said they have the same thing. Tabs at the bottom of the screen but the store will not load. I can still get to it via iTunes.
One user has said both ipads on seperate accounts will not load the iBooks store, and hes in the US, but the iphone will.
So its seems it might be an issue with iOS 9.3.3 - not sure what version you are on.

For now, you can use the Search function in the iTunes Store App to search for Books, and you can buy them from there.

The iBooks store tabs still will not load anything on my iPad. They work fine on my iPhone though.

Jul 21, 2016 4:17 PM in response to capcomnzby iuser01,I started having the same problem last night while I was still on 9.3.2.
I uprated to 9.3.3 and it did not fix the problem. It happens only on all of my iPads and not on iPhones.
Here is what worked for me:
If you have iBooks open – close them.
Open them again and while little circle on top of iBooks left side (next to Wi-Fi bars) is spinning, (which indicates it’s loading the content) press Feature tab.
It should force the content of Feature tab to start loading.
Once it’s loaded all other tabs start working, but only until you go to “My books” tab.
When you’re in My books and everything is loaded and you press the Feature or any other tab it will not work/load.
So, looks like load of those tabs in iBooks store must be “forced” and only way to force the load is to press the Feature tab while that circle is spinning.
It’s definitely the bug, but who knows when Apple going to fix it…At least this solution provides some circumvention.

I think it also depends on now many books you have on your iPad. The more books you have on iPad the longer that circle is spinning while loading them and you have enough time to press on Feature tab. If you do not have many books - circle is done spinning in a second or two and there is not enough time to change the tab...
Between me and my husband we have 350+ books, but many of them on cloud. So, it's take a while to load them and therefore circle keeps spinning long enough for us to press any other tab. The goal is to slow down the process of loading your books that you can press some other than "My books" tab while it's still spinning.
There are a few thinks you can try:
1. Try to turn on option "Hide iCloud Books".
To do that - open iBooks, press on drop down for collection names (on the top), on the very bottom of that small windows you will see "Hide iCloud Books" - turn it on (make it green). Close iBooks completely, Open them again and try to catch those few seconds while circle is spinning and try to press one of those tabs - Featured, NY Times, Top Charts, Top Authors or Purchased.
2. If you have data plan for your iPad - try to turn your Wi-Fi off and open IBooks - LTE/4G/3G are often slower than Wi-Fi, so circle may take longer to stop spinning and you would have enough time to try those tabs.
3. Make you iPad busy - run some other apps on the background, open IBooks and see if you get enough time to press one of those tabs.
Good luck, I hope Apple will fix that bug soon.

How do you know ???
Works for me and several others.....in fact I was put on to this by a friend who had the same problem.
So, may not work for you or perhaps your not doing it right.

Jul 25, 2016 7:45 AM in response to capcomnzby Phil0124,Because I tried it several times. and it did nothing. Over the course of 2 days when the iBooks store was having issues.
The iBooks Store has come back since then without having to closing the App.
If it works for you that's fine. It did not work for me.
