I understand you are unable to connect to the iBook Store on your iPad mini (4th gen) running iOS 7.1. Since you can access the store with your iPhone, what version of the iOS are you running on that device? In your profile, you indicate that you tried to update your iOS software on your iPad mini. What happened when you tried?
I would suggest backing up your iPad mini, and then try to update the iOS software again. Sign out of the iTunes Store, then sign back in and see if you are able to access the Featured section of the iBooks app.
Update the iOS software on your iPhone, iPad, or iPod touch
