Q: Difference between Action 'Disconnect' and 'Ignore' in VPN On Demand rules

I'm currently setting up a VPN connection for my iPhone with a couple of VPN On Demand rules (https://developer.apple.com/library/ios/featuredarticles/iPhoneConfigurationProf ileRef/Introduction/Introduction.html).

 

My understanding is that the rules will be evaluated whenever a network connection changes (known exception is the Action 'EvaluateConnection'). My expectation was that the Action 'Ignore' would then leave the current VPN state (connected or disconnected) as is was before the network connection change. In particular: When the VPN connection is connected in a WiFi network and I leave the WiFi network the VPN connection should be connected on the cellular network.

 

However this is not the case. Wheneven the network connection changes and the VPN On Demand rule for the new network connection is 'Ignore' then the VPN will always be disconnected even if it was connected before. This is the same behavior as if the Action would be 'Disconnect'.

 

What am I understanding wrong or is there no difference in the Actions 'Ignore' and 'Disconnect'?
