Do you have another Mac?

Do you have a bootable backup or OSX install media?

If not then try:

- Try resetting the SMC and NVRAM/PRAM

- Boot to Recovery and repair the startup disk

If you Mac has Internet Recovery

Try to force your Mac to boot into Internet Recovery by holding down Command+Option+R at startup.

If yoo can then format/erase the startup disk and install OSX. That will install the OSX version that cam with the mac.
