Q: Iphone SE - Voice cuts in and out
My new iphone SE cuts in and out when talking with people. I am not on speaker phone. but everyone I talk to says I cut in and out when talking to them. What could that be? would that be a hardware issue? what do I do?

Did you already try to force restart the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again? You will not lose data, but it can cure some glitches.
