Can't Permanently Delete Folders in Trash

I have a folder in the trash that contains 2 other empty folders. When I try to empty trash it says the top folder is in use. When I try to permanently delete the lower folders it says I don't have permission even though I have read-write on all 3. How do I get rid of these?

To form a new folder on desktop press command + shift + N , to create a second folder again press command + shift + N drag & drop the first folder into second so that one master folder is formed on the desktop .( can merge multiple folders to form one master folder ) .


Right click on master folder & move to trash & to empty the trash restart from apple logo & empty the trash .
