App Store is NOT asking for password - I want it to

i recently set up my iphone of 3 years as a new device.

One of the settings that I cannot for the life of me replicate was getting the App Store to require my password for everything. That is, I want the App Store to promp me for a password for all new apps, installing apps already downloaded by my Apple ID, app updates and in-app purchases.

At the moment, only new apps and paid apps and in-app purchases are asking for a password.

Apps already downloaded by my ID (that I am re-adding to my "new" device) and app updates are NOT asking for a password.

My restrictions are OFF.

My App Store Password Settings are set to "always require" and Free Downloads --> Require Password --> On.

Even when I turn restrictions on and change Password Settings in there, nothing changes.

If anyone can think of anything I can try, that would be great. Thanks.

iPhone 5, iOS 9.3.2, null

There has never been any setting to require passwords for updating installed apps. That has simply never been a feature in iOS - updating any installed app simply involves tapping "update" or "update all". Similarly there has never been a requirement for the password when re-downloading a purchased app. Those two things have never been user changeable settings.

In restrictions you can disable the ability to install apps, delete apps or make in-app purchases.

One thing that you can do is scroll to the bottom of the iTunes or App stores and sign out with your AppleID. That way, to do anything with any app or content tied to that AppleID that requires connecting to the store (updating or re-downloading, purchasing new) will prompt the user to sign back in to the store first. Once signed in though, you will have to remember to manually sign back out.
