The only published limit on devices I have ever seen issued by Apple is the up to 10 devices linked to one AppleID with the iTunes and App stores.
I currently have six devices (two computers, 2 iPhones and 2 iPads) all using the same iCloud account and all tracked in find my device list in iCloud.
This - View and remove associated devices in iTunes - Apple Support makes no mention of iCloud, and I have seen posts by people with more than ten devices all sync'ing personal data over the same iCloud account..

Jul 22, 2016 6:10 AM in response to Csound1by Michael Black,No, it is not. Both my iPhones and both my iPads are all tracked by find my iPhone/iPad using the same iCloud account. When I log in to my iCloud account, I have all 6 devices tracked using a single iCloud account. And all six show up fine in the find my iPhone app as well.
Any device that you own or have control of and can sign in to iCloud with and which supports find my iPhone/iPad/Mac tracking can be simultaneously tracked with a single iCloud account.

I too have multiple devices (2 iPads, 2 iPhones, iPod Touch and MacBook Pro) associated with one iCloud account and one Apple ID and can track all devices using the Find My iPhone app.
