Just to clarify your issue, you have an iPad that is asking for a passcode to an Apple ID that is not yours. If this is correct, the only way to go any further is to have the person that owns that ID and passcode to remove it. If you don't know who did it or can't find that person, you will need to take the iPad with the original purchase receipt to an Apple Store to have them restore it for you.
