My phone was stolen on Wednesday night and I'm not sure if I had the app turned on it there anyway to check and see if you can track it?

You don't have to have the app turned on you just needed to have turned on Find My iPhone in your iCloud settings. Have you tried locating it from another device?
This is a user-to-user site so you are not speaking directly to Apple but even if you call them they will not track the iPhone for you.

Go to me.com and log in with the same log in you used to get apps and music. Then, go to Find My iPhone, and you will see a map, with the location of your iPhone.

If I understand you question, no - you cannot track a device by the IMEI number alone. You can only use the IMEI number to see if the phone is still activation locked when you go to www.icloud.com/find.
