I understand from your post that you are not able to see a list of Bluetooth devices that you can select from on your iPhone 5. I completely understand how important it is for you to be able to use your iPhone hands-free while you are traveling. You have done some awesome troubleshooting so far! I have a few questions for you and some steps that may help resolve this issue.
1. Does your iPhone 5 connect to any other Bluetooth device other than your Toyota Camry like a Bluetooth headset? If your iPhone 5 can connect to other Bluetooth devices, that could be an indication that there is an issue with the car Bluetooth system. If the iPhone 5 cannot connect to other Bluetooth devices then there may be an issue with the iPhone 5.
2. Does your Toyota Camry connect to other Bluetooth devices? If your car connects to other Bluetooth devices then that may be an indication that there is an issue with the Bluetooth component of your iPhone 5.
In addition to the steps you have taken already, I recommend creating a backup file if you do not have one already. There are 2 ways to backup your iPhone. This article lists both ways:

Next, I recommend testing for a hardware issue. To do this you will need to restore your iPhone and set it up as new. If the issue persists when the iPhone is set up as new then that may be an indication of a hardware issue with the iPhone. The following article has the steps needed to restore your iPhone and set it up as new.
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
If the issue does not persist when the iPhone is set up as new, that could indicate that there was a possible software issue or issue with your content. After testing the issue you can then restore your backup file.
Restore your iPhone, iPad, or iPod touch from a backup
If the issue returns after restoring your backup file, that would indicate that the cause is saved in your backup file. If this is the case you will want to restore your iPhone again and set it up as new. Then manually add your content back to your iPhone. One way to do this is to sync your iPhone with iTunes:
