Q: I have just switched over to a new iPhone and have backed up with iCloud. My photos show 1207 but they are not in their yet. Should they be coming soon?

I recently had a similar issue. In the photos app, tap the very first photo until it zooms all the way in to Moments. The photos should start to populate the blank spaces. Slowly scroll down until all the photos are viewable.

You may need to be patient as the download isn't very fast. I'd let it go overnight before trying anything else other than checking Settings/iCloud to make sure the iCloud Photo Library is switched on.
