Q: i cloud accounts
At present my family all use the same iTunes / Apple ID account so if one person bought something we could all get it, however everytime I switch icloud on, everyones contacts merge and more importantly my card details for Apple pay goes on my kids phone.
Can I set up new accounts for each individual member of my family without them having to set up as a new phone.

Yes you have no need to set up your phones again just to create and use a new Apple ID.
Once they are all created you might want to consider family sharing, which will let you all share your purchases without sharing your data.
