Q: How can I activate iCloud Keychain when I don't have any other device running with the same apple id?
I have a mac mini running as a home server for different purposes, but since it's a shared device I don't want it running with my personal apple id - not everything i have on my personal apple id is for my kids to see. Hence I created a new apple id for this device.
Now I would like to activate iCloud Keychain for this device so I have a backup of my login's, but how I can I this when I don't have any other devices running with this apple id - it keeps saying it's waiting for approval from another device???

If you have a Mac that is already using keychain, try changing the number at System preferences > iCloud Keychain > Options, if you have a mobile device try changing the number at Settings > iCloud > Keychain > Advanced. Otherwise...
You can only change the number once you are successfully logged in the iCloud Keychain. Get help using iCloud Keychain - Apple Support
If you are not already logged into the iCloud Keychain and you cannot receive the verification code and you do not have another device already logged into iCloud Keychain that you can approve from, then you will need to choose the option that says forgot code. This will allow you to reset the keychain.
