Just to make sure : you tried to activate the device both over Wi-Fi (or cellular) and using iTunes on an OS X or Windows computer, and it failed on both occasions?
Was the OS X or Windows computer using the same Internet connection as when you just tried over Wi-Fi? Have you tried using another Internet connection?
Were you using the latest version of iTunes (see Get the latest version of iTunes - Apple Support to learn how to update iTunes)?
Is your iPad a Wi-Fi + Cellular model? Is there a SIM card in it?
Are you able to restore your iPad using iTunes on your OS X or Windows computer (see If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support for instructions). Can the iPad then be activated?
