Congrats on your new used iPhone! If you are unable to unlock the device due to not knowing the previous Apple ID and password. Try contacting the previous owner and have them recover the Apple ID and password at this link. Manage your Apple account . Once recovered, have them log into www.icloud.com and check if Find My iPhone is enabled for the device. If it is, please be sure that they use the steps in the link below to remove the device from their Apple ID. You can then restore the device to factory settings.

Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
