This is the drawback from purchasing a used Apple device.
In this case you have no way to setup the iPad using your Apple iD because the iPad is still associated with the previous owner's Apple ID.

There's a procedure the original owner must follow before selling a device, as described here What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support. Before paying for a used device, you should witness the owner performing these steps. Any other way is foolhardy.
