Hello titan,
It sounds like you've been hacked. Try a restart, hold Sleep and Home buttons until you see the Apple logo. If you are able to get in, immediately go to Settings>General and see if a profile has been installed. Delete the profile if you don't recognize it. If the profile can with an app, delete the app first, see How to delete an app that has a configuration profile on your iPhone, iPad, or iPod touch - Apple Support.
There is nothing to indicate the OP has been hacked, there is no way to place a configuration file on the phone unless the OP allowed it and currently there are no viruses or hacks available that could do that unless the OP has jailbroken their iPhone.
I'm very sorry. I didn't realize that this apparently bogus time was normal behavior resulting from too many incorrect passcode attempts. The choice of value sounds like that of a hacker trying to terrify a device owner, rather than Apple trying to ensure device security. If this is the way it works, perhaps Apple should document it on the help page.
