Do I have to be signed into Icloud to receive text messages?

I was forced to change my apple ID this week. I have not yet signed back into Icloud with my new ID. Before I changed my ID when I would receive a text message on my Iphone I would also receive it on my Ipad. That no longer happens. I believe all the text messages that are sent to me are sent via the phone number only. How do I get the text messages to again appear on my Ipad?

iPad 2, iOS 9.3.3, Same problem with my Iphone

You don't need iCloud to achieve your goal.

First... On both devices go Settings > Messages > iMessage > Toggle On > Use your Apple ID for iMessage > Sign In.

Second... On your iPhone go Settings > Messages > Text Message Forwarding > <device name> > Toggle On, also Send & Recieve > uncheck any contact that is not your primary phone number.

Third... On the iPad go Settings > Messages > Send & Recieve > uncheck any contact that is not your primary phone number.

my "I message" button was and is on. I don't have any button or option to "Use your Apple ID for iMessage" on my ipad. Just FYI before I changed my apple ID but following the 9.3.3 update that came out recently once I updated my Ipad a pop up window saying something to the effect that my iphone number is now associated with this ipad for imessages if I am aware of this ok do nothing if not contact tech support. I assume this was some kind of security message or something. I didn't receive this after I switched to my new Apple ID. I am not sure if this is relevant or not but thought I would mention it.
