Missing facetime app

I live in egypt and a friend of mine is in Saudi Arabia and going to buy me an ipad pro but he says that the ipad wont have face time in it because it is restricted there in SA
So my qustion is : how to enable face time here in egypt when i get it ?

and know that facetime is allowed in egypt and works on my iphone
